A key part of the EC policy on transport is to promote the development of Sustainable Urban Mobility Plans (SUMPs). EU member states are now starting to promote SUMPs, but very little funding is currently being made available (or transferred) to implement SUMPs or some of the schemes and initiatives contained within them.

Unless funding allocations change, then SUMPs will not be effective. A significant proportion of transport and mobility practitioners remain sceptical about the economic benefits of sustainable transport. Often they do not known where to find proven evidence to support economic benefits of sustainable transport.

The EVIDENCE project is researching and collecting data that demonstrates the economic benefits of a range of sustainable transport projects.

With this data, we would like to encourage EU new member states to consider more seriously about how best to allocate budgets to more sustainable transport and mobility related projects.

To assist the project we would like to ask you some questions,

Core Questions

1)      How do you think that the evidence could be best used to increase funding for sustainable transport in your country /region /city?Please explain a little about the process of decision making for funding new sustainable transport initiatives in your city/region.

  1. a.       If there was better understanding that sustainable transport generates substantial economic benefit would it change anything? Why not, what do you think people would say?
  2. b.       Who decides how much to spend on each scheme /measure?
  3. c.        Which groups or people are taken most seriously, who gets listened to?eg: cycle associations, road lobby?
  4. d.       How much about transport funding do you understand? ie: funding cycles, setting the funding priorities, appraisal of different schemes and ideas etc.


2)      What policies, or documentation exist in your city/country that clearly say “transport investment is prioritised because it is good for the economy”?

  1. a.       Which schemes, initiatives, etc are justified because they are ‘good for the economy’?
  2. b.       How are schemes prioritised for funding? Do you undertake appraisal to determine which projects to prioritise, assessing Benefit versus Cost, or do you rely on historical data /precedents elsewhere?
  3. How would you go about making changes to transport policy if new evidence was produced to support changes?


3)      Where do you think your country /region /city would get funding for SUMP measures from?

  1. a.       Would only happen if it came from the EU (TEN-T, Cohesion, etc)?
  2. b.       Might it be diverted from road construction or other public sector investment programmes?
  3. Who would oppose diverting funding towards sustainable transport? Why would they be opposed, and would the fact that is good for the economy change anything?
